QESCO E-Bid Tender for 220kV Tower Construction and Relocation at Qilla Abdullah Bypass

Quetta Electric Supply Company (QESCO) invites electronic bids through the e-Pak Acquisition and Disposal System (EPADS) under National Competitive Bidding on a single-stage, one-envelope basis for the following work.

Eligible firms must be registered on EPADS, hold a valid Pakistan Engineering Council licence for 2026–2027 in the relevant C-5 category, be registered and active with Provincial Sales Tax in Balochistan, and appear on the Federal Board of Revenue's Active Taxpayer List.

Standard bidding documents containing the terms and conditions, procurement method, bid submission procedure, bid security requirements, bid validity, specifications and other requirements may be downloaded free of charge by registered bidders through EPADS. Bids must be submitted electronically through EPADS by the scheduled deadline. Manual bids will not be accepted. Electronic bids will be opened publicly at the office of the Project Director (GSC), QESCO, Quetta, in the presence of bidders or their representatives who attend at the scheduled time.

Each electronic bid must include bid security for the fixed amount required by the bidding documents, in favour of Project Director (GSC), QESCO, Quetta. The security must be a bank guarantee or CDR issued by a scheduled bank of Pakistan and valid for 150 days. Bidders must upload a scanned copy of the security on EPADS and submit the original in an envelope clearly marked with the tender number and title to the Project Director (GSC), QESCO, Quetta, one day before the bid opening date. Failure to submit the original security will result in rejection.

A non-refundable tender fee of Rs. 5,000 must be deposited at the office of the undersigned through a pay order in the name of PD (GSC), QESCO. The original deposit receipt must be provided before bid opening; otherwise, the electronic bid will be rejected.

Bidders must quote firm and final prices. Requests for cost escalation after bid opening will not be entertained. Conditional tenders will not be accepted, and rebates will not be acceptable.

Bidders must have successfully completed at least two similar contracts during the last eight years for DISCOs or NTDC. Completion certificates duly attested or verified by the sitting officer are mandatory. A bidder with two or more pending works during the last two years in the QESCO GSC Directorate is ineligible to participate.

The contractor or firm will be solely responsible for the security and safety of its personnel, staff, working site or camp, and materials issued by the department from commencement until completion and handover of the work. All security arrangement expenses must be borne by the contractor or firm, and claims for these expenses will not be entertained.

All pages of the tender documents must be numbered, signed and stamped by the bidder. Bids with partial or incomplete details or documents will be rejected.
