The Government of Khyber Pakhtunkhwa, Office of the Executive Engineer, C&W Division Karak, invites electronic bids from eligible contractors under the single-stage, single-envelope E-PAD system in accordance with the Khyber Pakhtunkhwa Procurement Rules 2014.
| Work | Required PEC Category | Estimated Cost | Bid Security | Completion Period |
|---|---|---|---|---|
| Construction, improvement, rehabilitation and widening of roads in Kohat Division, ADP No. 1746/251201. Subhead 1: Construction of Warana Zabar Banda Road. | C-5 and above | Rs. 25.000 million | 2% of the estimated cost | As per work order |
Bid submission deadline: 19 November 2025 at 12:00 PM. Financial bid opening: 19 November 2025 at 12:30 PM.
Bid documents and instructions to bidders can be downloaded from the C&W website, www.cwd.gkp.pk, up to one day before the opening date. Bidders must be enlisted with the Public Procurement Regulatory Authority and the C&W Department and hold current registration with the Pakistan Engineering Council.
Contractors quoting up to 10% below the engineer’s estimate must submit bid security equal to 2% of the engineer’s estimate. Contractors quoting more than 10% and up to 20% below the estimate must submit additional security against the engineer’s estimated cost along with the standard 2% bid security. Failure to provide the required additional security will make the bid non-responsive; the 2% bid security will be forfeited in favour of the Government, and the second-lowest bidder will be considered accordingly.
Contractors quoting more than 20% below the engineer’s estimate must submit additional security equal to the differential between the quoted bid and the engineer’s estimate, together with a detailed rate analysis. If the detailed rate analysis is not accepted or the required additional security is not deposited, the bid will be treated as non-responsive. All securities submitted with that bid will be forfeited in favour of the Government, and the second-lowest bidder will be considered accordingly.
If a detailed rate analysis is considered unrealistic, the head of the procuring entity may declare the bid non-responsive without forfeiting the bid securities and must record the reasons. The procuring entity may offer the contract to the next-lowest bidder after due diligence concerning financial differences between the bids and in accordance with applicable procurement rules.
After work commences, the procuring entity may replace the successful bidder’s additional bid security with a bank guarantee for the same amount from a scheduled bank. The additional security will not be released before receipt of the bank guarantee.
The competent authority reserves the right to reject any or all bids by providing cogent reasons.
