Khyber College of Dentistry Peshawar Tender for Canteen Outsourcing

Khyber College of Dentistry (KCD-MTI), Peshawar invites bids through EPADS (E-Pak Acquisition and Disposal System) for outsourcing its canteen. Eligible bidders must be registered with the Federal Board of Revenue for Income Tax and Sales Tax, appear on the FBR Active Taxpayer List, and be registered with EPADS.

Bidding documents, including tender details, specifications, submission and opening arrangements, and evaluation criteria, may be downloaded from https://kcd.edu.pk/tenders and https://portalkp.eprocure.gov.pk after publication of the notice and until the bid submission deadline.

A pre-bid meeting will be held on 13 November 2026 at 11:00 AM in the Committee Room, KCD. Bidders must thoroughly study the bid solicitation documents before the meeting and present their queries or suggestions for clarification. Queries and suggestions must also be submitted in writing as a hard copy on or before the pre-bid meeting day to be considered.

Separate PDF files of the technical and financial bids must be uploaded through EPADS by 27 November 2026 at 11:00 AM. Bids will be opened the same day at 11:30 AM in the presence of bidders or their authorized representatives who choose to attend. Hard-copy bids will not be accepted.

Only typed bids on original letterhead, duly sealed and signed, are acceptable. Handwritten tenders and alternate rates will not be accepted. Tenders must comply with KCD specifications. Procurement will be conducted under the Khyber Pakhtunkhwa Public Procurement Regulatory Authority rules and applicable Act.

Bid security must be submitted as a Call Deposit Receipt from a scheduled bank in Pakistan in favour of the Dean, KCD, Peshawar. The financial bid must include irrevocable bid security in the name of the undersigned, issued from the prospective bidder's bank account. The original bid security must be enclosed in a sealed envelope and submitted at the time of bid opening. Bids accompanied by a Pay Order will be rejected.

Each bidder must also provide an affidavit on judicial stamp paper confirming that the original bid security required by the Bid Data Sheet is enclosed and has been uploaded through EPADS with the financial bid. Failure to comply will render the bid non-responsive.

Khyber College of Dentistry reserves the right to cancel any or all bids by assigning cogent reasons under Rule 47 of the Khyber Pakhtunkhwa Public Procurement Regulatory Authority rules.
