Pakistan Railways RFP: Outsourcing 5 Schools on PPP (RUOT) – 30-Year Concession

Pakistan Railways (Directorate General/Education) invites proposals from reputable national firms/companies/JVs to rehabilitate, upgrade, operate and transfer (RUOT) five Pakistan Railway schools on a Public-Private Partnership (PPP) basis for a 30-year concession (including 2 years mobilization).

Key procurement details:

- RFP documents, bidding documents and draft agreement are available for information on Pakistan Railways website and PPRA website. Hard-copy RFP must be obtained from the Office of the Directorate General Education on payment of Rs. 10,000 in cash (mandatory for participation).

- Pre-bid conference: 2026-06-25 at 11:00 AM at Directorate of Education, Pakistan Railways Headquarter Office, Empress Road, Lahore.

- Bid submission deadline: 2026-07-01 up to 02:00 PM. Bids will be opened on 2026-07-01 at 02:30 PM at the same venue in presence of bidders or authorized representatives.

- Procurement procedure: Single Stage, Two Envelopes. Bid security must be in favour of Pakistan Railways as CDR/Bank Guarantee.

- Eligibility: Reputable national firms/companies/JVs with experience in education projects and capability to finance, modernize, expand, rehabilitate, operate and maintain schools on revenue sharing basis.

- Pakistan Railways reserves the right to accept or reject any or all bids without assigning any reason.
