Pakistan Railways RFP — Outsourcing 5 Railway Schools on PPP (Rehabilitate·Upgrade·Operate·Transfer)

Issuer: Pakistan Railways, Directorate General/Education, Headquarters Office, Empress Road, Lahore. Pakistan Railways invites sealed proposals from experienced firms/companies for outsourcing of Pakistan Railway schools on a Public-Private Partnership (PPP) Rehabilitate-Upgrade-Operate-Transfer (RUOT) model to finance, modernize, expand, rehabilitate, upgrade, operate, maintain & transfer schools. Participation requires purchase of hard copy RFP and submission of proposals with prescribed bid security.

Key procurement details:

• RFP documents (for information) available for download from Pakistan Railways website (https://pakrail.gov.pk) or PPRA website (www.ppra.org.pk).
• Hard copy RFP to be obtained from the office of Director General/Education on payment of Rs. 10,000 (mandatory).
• Bid security: 2% of the estimated bid cost to be submitted with the Technical Proposal as Bank Draft/Pay Order in favor of Director General/Education, Pakistan Railways.
• Each school/project requires a separate proposal and separate bid security if applying for more than one school.
• Proposals to be submitted to the Directorate General/Education, Pakistan Railways Headquarters Office, Empress Road, Lahore. Technical proposals are to be submitted by 2:00 PM on the closing date; technical proposals will be opened at 2:30 PM on the same day in the presence of bidders or their representatives.
