E-Auction: Billboard/Hoarding Site at Rumi Park (Facing TM Chowk) — Rawalpindi Cantonment Board

Rawalpindi Cantonment Board (RCB) invites electronic bids through the E-Pak Acquisition & Disposal System (EPADS) Version 2.0 for the e-auction of a billboard/hoarding site located inside Rumi Park (facing TM Chowk) for a period of three (03) years.

Auction / key dates: The e-auction will remain open until Monday, 2026-06-29 at 14:00. Bids will be opened/evaluated online on the same day at 15:30. The contract period is three years from 2026-07-14 to 2029-07-13.

Eligibility & registration: Only bidders who are registered on EPADS Version 2.0 and appear on the Federal Board of Revenue (FBR) Active Taxpayer List (ATL) are eligible to participate. Register on EPADS V2.0 at: https://vendors.epads.gov.pk/register

Bid submission & format: Bids must be submitted electronically through EPADS only. Manual, physical or hardcopy bids will not be accepted.

Bid security & payments: Each bidder shall submit a bid security of Rs. 500,000/- in the form of Pay Order / Bank Draft / Call Deposit Receipt (CDR) in favour of the Cantonment Executive Officer, Rawalpindi Cantonment Board. The successful bidder shall deposit 25% of the annual auction amount immediately after acceptance of the bid; remaining payments and terms will follow the contract. Cash will not be accepted for bid security.

Other important terms: Bids are quoted on an annual basis. The contract award is for three years and the quoted rent shall increase (compounded) by 10% for the second and third years. EPADS V2.0 functionality will allow bidders to improve/increase bids until the closing time. All bidders must comply with the RCB’s terms and conditions as published on EPADS. The Cantonment Executive Officer reserves the right to accept or reject bids as per the rules.
