Pakistan Railways Tender: Outsourcing 5 Railway Schools on PPP (Rehabilitate-Upgrade-Operate-Transfer)

Issuer: Director General/Education, Pakistan Railways Headquarters, Empress Road, Lahore. Pakistan Railways invites proposals (Request for Proposal - RFP) for outsourcing five Pakistan Railway schools on Public-Private Partnership (PPP) mode under Rehabilitate-Upgrade-Operate-Transfer (RUOT) for a concession period of 30 years (including 2 years mobilization period).

Key instructions:

- Download the RFP, bidding documents and draft agreement from Pakistan Railways website (www.railways.gov.pk) or PPRA website (www.ppra.org.pk). A mandatory participation fee of Rs. 10,000 (cash) is required to obtain the RFP from the Directorate of Education.

- Pre-bid meeting / conference: 2026-06-25 at 11:00 AM at Directorate of Education, Pakistan Railways Headquarters Office, Empress Road, Lahore.

- Submission: Technical and financial proposals must be submitted in separate sealed envelopes. Proposals must be delivered by 02:00 PM on or before 2026-07-15. Technical proposals will be opened at 02:30 PM on 2026-07-15 in the presence of bidders or their authorized representatives.

- Each bid must be accompanied by bid security. Firms may apply for more than one school, but a separate proposal and bid security are required for each school.

- Pakistan Railways reserves the right to accept or reject any/ all bids and to withdraw the bidding process at any time without assigning any reason.
