Rawalpindi Cantt Board E-Auction: Billboard Site at Rumi Park (Facing TM Chowk) – 3-Year Lease

Issuer: Cantonment Executive Officer, Rawalpindi Cantt (Rawalpindi Cantonment Board). E-auction for a billboard/hoarding site located at Rumi Park (facing TM Chowk) for a three (03) year contract through EPADS V2.0.

Key actions and conditions:

- Registration on EPADS V2.0 is mandatory before participation. Register at: https://vendors.epads.gov.pk/register

- Bids must be submitted electronically through the EPADS portal only. Manual, physical or hardcopy bids will not be accepted.

- E-auction closing and opening: The e-auction will remain open until Monday, 2026-06-29 at 02:00 PM. Bids will be opened/evaluated on the same day at 03:30 PM.

- Bidding/security: Bids are to be quoted on an annual basis. A security deposit of Rs. 500,000/- (Five hundred thousand) in shape of Pay Order / Bank Draft / Call Deposit Receipt in favour of Cantonment Executive Officer, Rawalpindi Cantt is required. The successful bidder shall deposit 25% of the annual auction amount immediately upon acceptance; remaining payments and schedule to be followed as per terms. Failure to deposit will result in forfeiture of the bid/security and rejection of the bid.

- Contract escalation: Contract fee shall increase by 10% on completion basis for the second and third years of the contract.

- The Cantonment Board reserves the right to accept/reject any bid, cancel the auction, or withhold award as per rules. Security of second highest bidder will be returned after approval of the competent authority. Successful bidder/contractor must comply with all relevant rules and conditions.
