E-Auction: Billboard/Hoarding Site at Rumi Park (Facing TM Chowk) — Rawalpindi Cantt (3 Years)

Issuer: Rawalpindi Cantonment Board (RCB). E-auction for a billboard/hoarding site located at Rumi Park (facing TM Chowk) for a period of three (03) years through EPADS Version 2.0.

Key dates and contract period:

- E-auction closing: 2026-07-02 at 02:00 PM (bids opened/evaluated online same day at 03:30 PM).

- Contract period: 2026-07-15 to 2029-07-14 (three years). Bids quoted on an annual basis; contract fee will increase by 10% compound for the second and third years.

How to participate and payment/security:

- Registration: All interested bidders must be registered on EPADS Version 2.0 before participation. (EPADS vendor registration portal referenced in notice.)

- Submission: Bids must be submitted electronically through EPADS; manual, physical, or hardcopy bids will not be accepted.

- Bid security: Each bidder must submit a bid security of Rs. 100,000 in the form of Pay Order / Bank Draft / Call Deposit Receipt (CDR) in favour of "Cantonment Executive Officer, Rawalpindi Cantonment Board". Originals of security instrument must reach the office of RCB before the bid closing date and time.

- Auction process: The e-auction remains open until the stated closing time; bidders may improve/increase their bids multiple times until closing. EPADS v2.0 will declare the highest evaluated responsive bidder as successful subject to approval.

- Successful bidder obligations: Deposit 25% (one-fourth) of the annual auction amount immediately after closing; the first monthly installment shall be deposited within seven (07) days. The successful bidder must execute a contract agreement with Rawalpindi Cantonment Board at their cost.

Other important terms:

- Only bidders who are registered with the Federal Board of Revenue (FBR) and appearing on the Active Taxpayer List (ATL) and registered on EPADS Version 2.4+ are eligible to participate.

- The original bid security instrument must reach RCB office before bid closing; cash payments will not be accepted.

- The Cantonment Board reserves the right to accept/reject bids, cancel the auction, and forfeit deposits in case of violations or failure to comply with terms.
