NHA Invitation to e-Bids — Operation, Management & Maintenance of Bus Bays (Punjab-North)

Issuer: National Highway Authority (NHA), Punjab-North Region, Central Zone. NHA invites e-bids for award of contracts for the operation, management and maintenance of bus bays with provision of public facilities on selected sections of national highways in Punjab.

Scope: Concession-style contracts for the operation, management and maintenance of bus bays at multiple locations in the Lahore, Wazirabad and Rawalpindi maintenance units. Contracts include provision of public facilities and collection of revenue on an Advance Quarterly Net Guarantee Revenue basis with a 10% annual enhancement and one-year performance/security conditions (details in bidding documents).

Pre-qualification & bid submission:

• Procedure: Single Stage Two Envelope bidding, open to all eligible interested bidders registered with Income Tax and on the Active Taxpayers List as per advertisement requirements.
• Bidding documents and detailed terms & conditions can be downloaded free of cost from the NHA website or obtained as described in the bidding documents.
• Submission: Bids must be uploaded/submitted through the NHA e-bidding system by the deadline below. Late bids will be rejected.
• Bid opening: Technical bids will be opened on the same date; financial bids of technically responsive bidders will be opened as per the stated schedule in the bidding documents.
• Award/eligibility: NHA reserves the right to accept or reject bids under PPRA rules. All firms are required to register on the e-procurement portal as applicable.
