Pakistan Railways Tender: Outsourcing 5 Railway Schools on PPP (RUOT) — RFP, Pre-bid 2026-06-25

Issuer: Director General (Education), Pakistan Railways, Headquarters Office, Empress Road, Lahore. Pakistan Railways invites proposals from reputable national firms/companies/JVs for outsourcing five (05) Pakistan Railway schools on a Public-Private Partnership (PPP) Rehabilitate-Upgrade-Operate-Transfer (RUOT) basis for a concession period of 30 years (including 2 years mobilization).

Key project scope: finance, modernize, expand, rehabilitate, upgrade, operate, maintain and transfer schools on a revenue-sharing basis with Pakistan Railways.

How to obtain RFP: Download Request for Proposal (RFP), bidding documents and draft agreement from Pakistan Railways website (https://www.pakrail.gov.pk) or PPRA website (www.ppra.org.pk). A hard copy of the RFP must be obtained from the office of the Director General (Education) on payment of a mandatory fee of Rs.10,000 (cash) to participate.

Pre-bid conference: 2026-06-25 at 11:00 AM at Directorate of Education, Pakistan Railways Headquarters Office, Empress Road, Lahore.

Submission deadline: Technical and Financial Proposals (sealed in separate envelopes) must be submitted at the address below by 02:00 PM on or before 2026-07-15. Technical proposals will be opened at 02:30 PM on 2026-07-15 in the presence of bidders or their representatives who choose to attend.
