Issuer: Government of Khyber Pakhtunkhwa, Public Health Engineering Department (PHED) – Office of the Project Director, Project Management Unit (PMU), Gravity Flow Water Supply Scheme, Mansehra.
Purpose: Invitation to bid through EPADS for construction works under the Gravity Flow Water Supply Scheme Manshera. Eligible bidders may submit sealed bids in accordance with Khyber Pakhtunkhwa Procurement Rules, 2014 (Single Stage Two Envelope Procedure).

Key Submission Requirements:
- Bids must be submitted through EPADS (E-Bid Acquisition & Disposal System). In addition, hard copies comprising one original and one copy of the Technical Bid and one original of the Financial Bid must be submitted in separate sealed envelopes clearly marked “Technical Bid” and “Financial Bid” and delivered to the undersigned before the bid submission deadline.
- Submission deadline (online and hard copies): 2026-07-22 at 11:00 AM. Technical bids will be opened at 11:30 AM on the same day in the presence of bidders or their representatives. Financial bids of technically responsive bidders will be opened after technical evaluation.
- Bidders must provide Bid Security (including stamp duty) as specified for each package. Where a quoted rate is more than 10% below the Engineer’s Estimate, additional security and detailed rate analysis will be required as per KPPRA notification.
- A pre-bid meeting will be held on 2026-06-29 at 11:00 AM in the Office of the Project Director, PMU, Gravity Flow Water Supply Scheme, PHED Pakhal Chowk, Mansehra.
