Issuer: Director General/Education, Pakistan Railways Headquarters Office, Empress Road, Lahore. Purpose: Request for Proposals (RFP) for outsourcing five Pakistan Railway schools to private investor(s) on a Public-Private Partnership (PPP) basis for rehabilitation, upgrade, operation and transfer (RUOT) on a long-term concession.

Eligibility & requirements: Reputable national firms/companies or joint ventures with experience in the field of education are invited. Proposals should cover finance, modernization, expansion, rehabilitation, upgrade, operation, maintenance and transfer on a revenue-sharing basis with Pakistan Railways. The concession period is for a long-term period (document states a 30-year concession including a 2-year mobilization period).
RFP & fee: Bidding Documents and Draft Agreement can be downloaded from Pakistan Railways (https://www.pakrail.gov.pk) or PRRA (www.prra.org.pk). Hard copy of the RFP must be obtained from the office of the DG Education on payment of PKR 10,000 in cash (mandatory for participation).
Pre-bid conference: 2026-06-25 at 11:00 AM at Directorate of Education, Pakistan Railways Headquarters Office, Empress Road, Lahore.
Submission & opening: Technical and Financial proposals (sealed in separate envelopes) must be delivered to the Directorate of Education, Pakistan Railways Headquarters Office by 2:00 PM on or before 2026-07-15. Proposals will be opened on the same day at 2:30 PM in the presence of bidders or their authorized representatives. If applying for more than one project, separate proposals and separate bid security for each project are required.
