Issuer: Punjab Ring Road Authority (PRRA). Purpose: Expression of Interest (EOI) to lease/rent specified service area locations along the Lahore Ring Road for a term of twenty (20) years extendable for another term of 10 years subject to approval. Single Stage–Two Envelope bidding procedure will be adopted.
Key dates: Technical bids must be submitted by 2026-06-25 not later than 11:00 AM. Technical bid opening (in presence of applicants/representatives) on 2026-06-25 at 11:30 AM.

Application requirements and procedure:
- Eligible applicants: firms/companies/operators. Applicants must submit documentary evidence of prerequisites including: (a) valid legal entity registration with SECP or Registrar of Firms; (b) affidavit that applicant is not blacklisted by PPRA and PRRA; (c) valid tax certificates from relevant tax authorities (FBR/PRRA etc.).
- Earnest money: 5% of the estimated revenue for the package, to be submitted in original (in the form of CDR) in favour of the Punjab Ring Road Authority before bid closing; bids without required earnest money will be rejected.
- Bid documents containing detailed requirements, terms and conditions are available on the PPRA website and can be collected from the office of Director Contracts, P&RD, PRRA upon payment of a non-refundable fee of Rs. 10,000 (pay order/bank draft) in favour of PRRA.
- Technical bids must be submitted to the office of Director Contracts, P&RD, PRRA by 2026-06-25 11:00 AM. Technical bids will be opened the same day at 11:30 AM. Only technically responsive bidders will have their financial bids opened.
- Site inspections are strongly advised and shall be at bidders' own expense and without liability to PRRA.
- Separate application/bid is required for each package applied for.
