Punjab Ring Road Authority (PRRA) invites Expressions of Interest (EOI) from reputable and experienced firms/companies/operators to lease/rent specified service area locations along the Right of Way (ROW) of Lahore Ring Road for a period of 20 years, extendable for a further 10 years. Bids will be invited under a Single-Stage Two-Envelope bidding procedure in accordance with Punjab Procurement Rules-2014 (amended).
Key instructions and eligibility:
- Applicants must be valid legal entities registered with the Securities & Exchange Commission of Pakistan (SECP) or registered with the Registrar of Firms.
- Applicants must submit an undertaking that they are not blacklisted by PPRA or PRRA.
- Valid tax clearance/certificates from tax authorities (FBR/Provincial tax) are required.
- Bidding documents and detailed requirements can be obtained from the Office of Director Contracts, P&D, PRRA or via the PRRA website. Bidding documents are non-refundable and must be accompanied by the required bid/earnest money in the prescribed form (original CDR/pay order/bank draft in favour of Punjab Ring Road Authority) before submission.
- The Single-Stage Two-Envelope procedure will be used: technical bids must be submitted by the stated deadline; only technically responsive bidders will have their financial bids opened.
- Earnest money: bidders must submit earnest money in original equal to 5% of the Estimated Revenue (in CDR) in favour of PRRA before bid submission; failure to submit will result in rejection.
