Firms experienced in office or educational buildings should apply according to the published guidelines and TORs.

| 3. | Track record: List of similar projects with cost, location and completion time. |
| 4. | Client satisfaction: Performance/completion certificates from previous clients. |
| 5. | Current workload: List of similar works currently in hand. |
| 6. | Financial stability: Audited balance sheets for last three (03) years and bank credit-line certificate. |
| 7. | Tax compliance: Proof of FBR registration, valid NTN and up-to-date income tax clearance. |
| 8. | Professional licensing: Valid registration with PEC or PCATP as consultant. |
| 9. | Non-blacklisting affidavit on judicial stamp paper confirming no blacklisting or litigation. |
Submission method: Bids on the prescribed tender form must be accompanied by earnest money and submitted directly to the Projects Department at the CPSP Regional Centre Lahore. Payments (TOR fee and earnest money where applicable) must be made by Pay Order/Bank Draft in favour of "College of Physicians & Surgeons Pakistan".
