How to obtain Terms of Reference (TOR) TORs can be purchased from CPSP Head Office Karachi, CPSP Regional Centre Islamabad, or CPSP Regional Centre Abbottabad upon written request. Fee: Rs. 5,000 (non-refundable). Pay Order/Bank Draft payable to "College of Physicians & Surgeons Pakistan".
Mandatory requirements
  • Company profile with name, permanent address, phone, e-mail and fax number.
  • Legal status: Partnership deed / Articles of Association with valid Power of Attorney.
  • Track record: List of similar projects executed (including cost, location, completion time).
  • Client satisfaction: Performance/completion certificates from previous clients.
  • Current workload: List of similar works currently in hand.
  • Financial stability: Audited balance sheets for the last three years and a bank credit-line certificate.
  • Tax & registration: Proof of FBR registration, valid NTN, and up-to-date Income Tax clearance.
  • Professional registration: Valid registration with PEC or PCATP (as consultant).
  • Non-blacklisting affidavit on judicial stamp paper confirming the firm is not blacklisted or in litigation.
Submission & opening Submit sealed technical proposals directly to the CPSP Regional Centre, D.I. Khan. Deadline: 2026-07-14 by 10:00 AM. Bids will be opened on the same day.
Payment / Bid security Pay Order / Bank Draft for TOR fee drawn in favour of "College of Physicians & Surgeons Pakistan". (Other bid security requirements, if any, are in the TOR.)
