Power Planning & Monitoring Company (PPMC) — technical and policy support arm of the Ministry of Energy (Power Division) — invites Expressions of Interest (EOI) to form a Consultant Pool for short-term/specific assignments across multiple technical and policy areas. Consultants will be engaged for defined assignments and paid against milestones; engagements are time-bound and linked to deliverables.
Scope / Thematic Areas and Key Responsibilities

| Design, Standards & Material Inspection | Support design and standards functions; develop/distribute distribution network specifications, procurement policies, and research; assist material inspection and automation of inspection processes; provide technical capacity building for design & material inspection activities. |
| Renewable Energy Integration & DSM | Provide technical input for distributed generation integration (solar, storage, EVs) and energy transaction goals; work on grid control and monitoring tools (AMI, SCADA, EMS, APMs); advise on regulatory frameworks for energy efficiency and DSM; support digital infrastructure and data governance for grid operations. |
| Policy, Regulatory Affairs & Market Reforms | Develop and periodically update power sector policies and regulatory frameworks; align national electricity policies and strategies; assess electricity market reforms, tariff rationalization, and policy impacts; provide inputs on legal/contractual matters and petitions. |
| Economics, Finance & Risk Management | Design financing instruments including PPP frameworks, green finance, and investment models; develop economic evaluations and risk management frameworks; advise on public-private partnership structures and climate financing for energy transition. |
| Transmission & Distribution Infrastructure Planning | Support T&D planning and reinforcement studies; conduct power system studies (load flow, stability, contingency, short-circuit), maintain system models and planning tools (e.g., PSS®E, DIgSILENT, ETAP); develop plans for flexible grid operations and renewable integration. |
