Municipal Corporation Rawalpindi Tender for 27 Security Guards (E-PADs) — FY 2026-27

Issuer: Chief Officer, Municipal Corporation Rawalpindi. Municipal Corporation Rawalpindi invites e-tender bids (Single Stage Two Envelopes) for provision of security services (licensed armed security guards) for one year for FY 2026-27 starting from the date of work order. Bidders must be registered with SECP, NTN/FBR, EOBI, PESSI and hold NOC from Ministry of Interior, Pakistan, and be registered on the E-PADs portal for financial year 2026-27.

Submission and tendering procedure: As per PPRA Rule 38(2)(a) a single-stage, two-envelope procedure will be used. Technical and financial proposals must be uploaded separately on the E-PADs procurement portal. Financial bids of only technically qualified bidders will be opened on E-PADs. Manual/hard bids are not acceptable and will be rejected.

Bid security must be submitted in the shape of CDR equal to 5% of the estimated cost. In addition to uploading on E-PADs, bidders must submit the original hard copy of the CDR in the Office of Municipal Other (Services) before the closing date and time; otherwise the bid will be considered invalid. Firms/contractors are responsible for payment of all applicable taxes as per rules prescribed by the Government of Punjab. Current PPRA rules apply and any violation may result in rejection of the bid.

Important dates and portal: Last date/time for submission is 2026-07-06 at 12:00 PM. Technical/financial envelope opening will be held on 2026-07-06 at 02:00 PM.
