PAA Expression of Interest (EOI) – AURA Passenger Experience Commercial Concessions at Karachi, Lahore & Islamabad Airports

Issuer: Pakistan Airports Authority (PAA). PAA invites Expressions of Interest (EOI) from experienced and internationally capable firms for commercial concessions under the AURA – Airport User Recreation & Attractions initiative. The program covers conceptualization, design, installation, operation and maintenance of controlled passenger leisure and recreation attractions to enhance passenger engagement and non-aeronautical revenue at selected airports.

Scope: Proposals are sought for design-led indoor and terminal-environment attractions and experiences including (but not limited to) controlled ziplines, glide & elevated viewing, enclosed slides & guided movement systems, observation/interactive leisure concepts, immersive experiential installations, and associated operational, safety and crowd-management frameworks.

Key submission requirements and expectations:

- Demonstrable experience in experiential attractions, leisure infrastructure, aviation or comparable environments.

- Indicative concept only: high-level proposals are required (not final engineering designs).

- Proposals should address structural, operational, safety and crowd-management considerations, proposed insurance and regulatory compliance frameworks, and commercial/financial models (e.g., revenue share or hybrid models).

- PAA will evaluate proposals for safety, security, regulatory and operational approvals; final concessions will be subject to comprehensive assessments, approvals and commercial terms.
