Pakistan Railways: Outsourcing of 5 Schools on PPP (Rehabilitate-Upgrade-Operate-Transfer)

Issuer: Director General (Education), Pakistan Railways, Headquarters Office, Empress Road, Lahore. Pakistan Railways invites qualified private investors/firm(s) to submit proposals to rehabilitate, upgrade, operate, maintain and transfer (R-UOT) five Pakistan Railway schools on a Public-Private Partnership (PPP) basis under a revenue-sharing concession for up to 30 years (including a 2-year mobilization/rehabilitation period).

Scope: Outsourcing of five operational schools located in the Railways’ divisions listed below. The private partner will finance, modernize, rehabilitate, upgrade, operate and maintain the schools and transfer them at the end of concession.

How to obtain RFP: Interested firms/bidders may download the Request for Proposal (RFP) including bidding documents and draft concession agreement from the Pakistan Railways website or PPRA website. The hard copy of the RFP must be obtained from the Office of the Director General (Education) against payment of a non-refundable fee of Rs. 10,000 in cash (mandatory for participation).

Pre-bid conference: A pre-bid conference will be held at the Directorate of Education, Pakistan Railways Headquarters Office, Empress Road, Lahore (time and date as stated in the RFP/notice).

Submission instructions: Technical and financial proposals must be submitted in sealed, separate envelopes to the address of the Director General (Education), Headquarters Office, Empress Road, Lahore. Sealed proposals must be received by 2:00 PM on or before the submission deadline stated in the RFP; technical proposals will be opened at 2:30 PM on the same day in the presence of bidders or their authorized representatives.

Other key points: A separate proposal and bid security are required for each school/project if a firm applies for more than one school. Pakistan Railways reserves the right to accept or reject any or all bids and may withdraw the bidding process at any time without assigning any reason.
