• Submission method: Online submission/upload only via the EPAD website (https://kpproc.gov.pk) using the EPADs/e-bidding system.
• Eligibility: Bidders/contractors must be registered on the EPAD portal and eligible under KPPRA procurement rules.
• Procurement method: Single-stage, two-envelope procedure as per KPPRA Rules.
• Bid security: Original bid security of 2% of bid value required in the shape of a CDR, deposited and marked as such on the CDR and envelope.
• Taxes and duties: All applicable taxes including sales tax, income tax, KPPRA taxes and stamp duties are the responsibility of the contractor.
• Submission deadline: Technical and financial proposals must be submitted/uploaded through EPAD on or before the stated closing date and time.
• Opening of bids: Technical bids will be opened through EPAD on the same day; specified opening time follows submission cut-off.
• Incomplete, conditional, late or non-compliant bids will be rejected. TMA Havelian reserves the right to accept or reject any or all tenders according to KPPRA rules.
