EOI: Outsourcing Management Services for CAT-D Hospitals — Khyber Pakhtunkhwa Health Foundation

Issuer: Khyber Pakhtunkhwa Health Foundation (Reference: HF-034/2026-27). The Foundation invites Expressions of Interest (EOI) from eligible bidders for outsourcing hospital management services of specified CAT-D hospitals in Khyber Pakhtunkhwa through a Public-Private Partnership (PPP).

Scope: Outsourcing of hospital management services for the following health facilities:

Interested bidders (including Joint Ventures/Consortia) must submit EOIs in accordance with the Terms of Reference (ToRs) and the submission instructions in the documents.

Eligibility & conditions:

• Joint Ventures/Consortia are eligible to apply (subject to compliance with requirements in the EOI documents).
• Bidders must be registered with the Khyber Pakhtunkhwa Revenue Authority (withholding registration as required).
• Procurement procedure: Single Stage, Two Envelope under the KPPRA Act 2012 and KPPRA Rules 2014. Technical proposals will be evaluated first; only technically qualified bids will have their financial proposals opened.
• The Foundation reserves the right to accept or reject any or all EOIs in accordance with Rule 47 of the Khyber Pakhtunkhwa Public Procurement Regulatory Authority Rules 2014; decisions will be communicated in writing.

• Submission deadline: 2026-06-30 at or before 14:30 PST.
• EOI opening: 2026-06-30 at 15:00 PST (same day).
• Late submissions will not be accepted.
