EOI: Outsourcing Hospital Management Services — Khyber Pakhtunkhwa Health Foundation

Issuer: Khyber Pakhtunkhwa Health Foundation (KPHF). Ref: HF-03/AD/026-27.

Purpose: Expression of Interest (EOI) for outsourcing hospital management services through Public-Private Partnership for specified Category-D health facilities in Khyber Pakhtunkhwa.

Key submission and eligibility information:

- EOI documents and prescribed submission forms are available for download from the official KPHF website: https://www.kphf.gop.pk/ (from the date of publication until the closing date). Joint ventures/consortia are eligible subject to compliance with the EOI terms.

- All bidders must be registered with the Khyber Pakhtunkhwa Revenue Authority.

- Deadline for submission: 2026-06-30 at or before 14:30 PST. EOIs will be opened the same day at 15:00 PST. Late submissions will not be accepted.

- Procurement procedure: Single Stage, Two Envelope in accordance with the KP-PPRA Act, 2012 and KP-PPRA Rules, 2014. Technical proposals will be evaluated first; only technically qualified bidders will be invited to submit financial proposals.

- KPHF reserves the right to accept or reject any or all EOIs in accordance with applicable KP procurement rules; reasons for rejection will be recorded in writing.
