Procurement will follow the Balochistan Public Procurement Rules, 2014, under a Single-Stage Two-Envelope procedure. Eligible bidders must be on the Active Tax Payers List, not blacklisted by any procuring agency, and registered with the Pakistan Revenue Authority. Bidders must have completed at least two assignments of similar nature and demonstrate financial capacity with a minimum turnover (specified in the tender). Registration with Pakistan Engineering Council (PEC) with the appropriate category/ specialization is required.

Bid documents are available through the Government of Balochistan electronic procurement system (e-procurement). Bids must be submitted electronically through the prescribed e-bidding portal. Bid security shall be furnished in the form and manner required by the tender (e.g., call deposit or bank guarantee from a scheduled bank) in favour of the Executive Engineer (Building), Sarai CPW.

The procuring agency reserves the right to reject all bids and annul the process in accordance with applicable procurement rules.
