CDA Invitation to e-Bid: Outsourcing Gandhara Heritage & Citizens Club F-9 (Operate, Maintain & Transfer)

Issuer: Capital Development Authority (CDA) — Procurement & Contract Agreement-II. CDA invites electronic (e-Bid) technical and financial proposals on a Single Stage – Two Envelope basis from firms qualified as per the RFP documents.

Key instructions and requirements:

- Electronic Bidding Documents (RFP) containing detailed requirements, terms and conditions will be available to registered bidders on EPADS at www.eprocure.gov.pk by 2026-06-10.

- Technical bids must be accompanied by the specified Bid Security in the form of Pay Order / CDR in favor of DDO (P&CA), CDA. Prospective bidders must upload a scanned copy of the Bid Security on E-PADS and provide the original Pay Order/CDR at the time of opening.

- Bidders are required to submit their bids online through E-PADS at http://eprocure.gov.pk as per instructions in the RFP on or before 2026-07-02 at 12:00 hrs. Manual bids will not be accepted.

- Bid opening will be held on 2026-07-02 at 12:30 hrs in the office of Director (P&CA-II), CDA Headquarters G-7/4, Islamabad, in the presence of bidders’ authorized representatives who choose to attend.

- Notifications and provisions under Rule-47 of the Public Procurement Rules, 2004 are available on eprocure.gov.pk.
