Invitation for Bids — Infrastructure Development of 14.5 km Right Promenade (Ravi) by RUDA, Lahore

Ravi Urban Development Authority (RUDA), Government of the Punjab, invites sealed bids under Single Stage Two Envelope (SSTE) procedure for infrastructure development of a 14.5 km Right Promenade along River Ravi from RD 00+000 near Fateh Rehan to RD 47+500 near Ravi Railway Bridge. Works include construction of 3-lane dual carriageway on proposed upper promenade, embankments, electrification works, drainage, ancillary works and connectivity with Lahore Eastern Bypass (LEBP). Interested eligible contractors may obtain bidding documents and submit bids as detailed below.

Key Instructions & Conditions:

- Bidding procedure will follow RUDA procurement regulations 2022. RUDA reserves the right to interpret the advertisement and bid documents.

- Bids are open to all eligible bidders. Each bidder shall submit only one bid, either individually or as a partner in a joint venture.

- All bids must be accompanied by the specified Bid Security. The Bid Security may be submitted as a Call or Bank Guarantee issued by a scheduled bank in Pakistan or a foreign bank counter-guaranteed by a scheduled bank in Pakistan, valid for 28 days beyond the bid validity period. Insurance guarantees are not acceptable.

- Payment for executed works shall be made on 50% deferred payment basis in accordance with bidding document terms.

- Bidding documents may be purchased after five (05) working days from the date of this advertisement upon written application and payment of a non-refundable fee of Rs. 25,000 by bank draft in favour of 'Ravi Urban Development Authority'.

- Technical bids will be opened at 12:30 PM on the scheduled opening date in the presence of bidders' representatives who choose to attend. If a public holiday falls on the scheduled date, the next working day will be considered the submission/opening date.
