Pakistan Navy MES Tender — Pre-Qualification of Contractors for Islamabad & Karachi Works (Ref No. 4000/CK, CP & Isl, Lhr/E-4)

Issuer: Pakistan Navy, Military Engineer Services (HQ DW&CE (Navy)), Naval Complex, Sector E-8, Islamabad. Purpose: Pre-qualification of firms/contractors and issuance of tenders for a package of civil/mechanical/electrical maintenance and installation works in Islamabad, Karachi and Turbat.

Key eligibility and submission requirements:

- Only firms enlisted with MES in Category A & B or other government departments with relevant experience may apply.

- Applicants must provide a company profile containing: description of similar nature of works completed in the last five years with sponsoring agency, cost of works and performance reports; list of engineers and manpower including engineers with valid PEC number; details of tools, plant & machinery held; bank statements for the last two years; and copies of NTN, FBR, PEC, M/S registration certificate.

- Firms not registered with Pakistan Engineering Council or whose renewal is not valid up to 2027-06-30 will not be considered.

- Prequalified firms will be issued tender documents. Prequalified firms must deposit bid security equal to 2% of the quoted bid cost in favor of DW&CE (Navy), Islamabad, with tender documents. Bid security is refundable to unsuccessful bidders.

Submission and opening:

- Tenders/applications to be received at HQ DW&CE (Navy), Sector E-8, Naval Complex, Islamabad by 11:30 hours on 2026-08-24. Bids will be opened on the same day at 12:00 hours.

Works for pre-qualification:

Evaluation and other notes: Received bids will be evaluated per DW&CE (Navy) criteria; the lowest evaluated responsive bid will be identified and accepted. The accepting officer reserves the right to reject any or all applications under applicable PPRA rules.
