Pakistan Navy MES Tender – Pre-Qualification of Firms for Works in Islamabad, Karachi & Turbat (Ref: 4000/CK & lsd/Lhr/E-4)

Issuing Authority: HQ DW&CE (Navy), Military Engineer Services, Pakistan Navy, Naval Complex Sector E-8, Islamabad. Purpose: Pre-qualification of firms/contractors for multiple civil/mechanical works and issuance of tenders under PPRA rules.

Eligible firms: Contractors enlisted with MES in Categories 'A' & 'B' or other government departments with experience in similar works; firms must provide complete credentials and supporting documents. Firms not registered with Pakistan Engineering Council or whose PEC renewal is not valid up to 2027-06-30 will not be considered.

Required documents: company profile with contact details; description of similar major works executed and completed during the last five years with sponsoring agency performance reports; proof of enlistment and PEC numbers; list of key technical staff and manpower including engineers with valid PEC number; details of tools, plant & machinery; bank statements for last two years; NTN, FBR, PEC and MES registration certificates. Pre-qualified firms will be issued tender documents on scrutiny.

Bid security: Firms must deposit bid security equal to 2% of quoted bid cost in favor of DW&CE (Navy), Islamabad, with the tender documents (Clause-25 of PPRA Procurement Code, 4th Edition). This amount is refundable to unsuccessful bidders.

Submission & opening: Tenders must be received at HQ DW&CE (Navy), Sector E-8, Naval Complex, Islamabad by 1130 hours on 2026-08-24. Bids will be opened the same day at 1200 hours.
