RUDA Invitation for Bids — Infrastructure Development of 14.5 km Right Promenade (Lahore)

Ravi Urban Development Authority (RUDA), Government of the Punjab, invites sealed bids under Single Stage Two Envelope (SSTE) procedure for the infrastructure development of a 14.5 km Right Promenade (from RD 00+000 near Fateh Rehan to RD 47+500 near Ravi Railway Bridge). Works include construction of a 3-lane dual carriageway, promenade, river protection/embankments, electrical works, drainage, ancillary works and connectivity with Lahore Eastern Bypass (LEBP) as per approved specifications and standards.

Payment & Bid Terms: Payment for executed works will be made on a 50% deferred payment basis as per bidding documents. Bidding will follow RUDA Procurement Regulations 2022. Each bidder may submit only one bid (either individually or as part of a joint venture). Bids must be accompanied by the specified bid security in the form of deposit at call or bank guarantee issued by a scheduled bank in Pakistan or by a foreign bank counter-guaranteed by a scheduled bank in Pakistan, valid for 28 days beyond the bid validity period.

Document Purchase & Submission: A complete set of bidding documents may be purchased within five (05) working days from the date of advertisement upon payment of a non-refundable fee of PKR 25,000 (in the form of bank draft) in favor of Ravi Urban Development Authority. The technical bids will be opened on the bid submission deadline date at 12:30 PM at the RUDA office. In case of a public holiday, the deadline will be the next working day.
