Issuer: Office of the Tehsil Municipal Committee (TMC), Hasilpur, District Bahawalpur. TMC Hasilpur invites online bids via the Punjab e-Procurement System from registered contractors on the Punjab e-Procurement System and Pakistan Engineering Council in the relevant category/codes for the financial year 2026-27. Key Terms & Conditions

- Bidding documents with detailed instructions, eligibility, specifications, BOQ and contract conditions are downloadable free from the Punjab e-Procurement System and PPRA Punjab website.
- Single-stage one-envelope bidding will be used. Conditional tenders will not be accepted.
- Financial bids must quote unit rates, item-wise amounts and grand total as per BOQ; percentage-based bids, blank entries, overwriting or incomplete financial bids will be rejected.
- Bid security equal to 5% of the estimated cost must be submitted only through a Digital Bank Guarantee (e-Bank Guarantee) via the Punjab e-Procurement System. Physical securities (CDR, Pay Order, Draft, etc.) will not be accepted. The bidder must arrange SWIFT MT760 in favor of the Chief Officer, Municipal Committee, Hasilpur as per instructions in bidding documents.
- The procuring authority may reject all bids or proposals at any time as per Punjab Procurement Rules, 2014.
- Performance guarantee and time for completion will be as specified in the work order and bidding documents. Failure to execute the contract may lead to forfeiture of bid security and imposition of penalty (10% of total cost) as specified.
