National Highway Authority (Finance Wing - Revenue Directorate) invites electronic bids for Operation & Management (O&M) of five (05) Police Fine Collection (PFC) Unit packages on motorways and expressways. Contracts are for operation until 30-06-2027. Prospective bidders must be on the Active Taxpayer List (NTN) and meet Pakistan Engineering Council (PEC) licensing requirements as detailed in the bidding documents. Bidders must have no shortfall of NHA revenue, must not be blacklisted or declared defaulters by any government agency; bidders with arbitration under process are eligible to participate. Bidding will follow Single-Stage Two-Envelope procedure.
