Pakistan Navy MES Tender — Pre-Qualification of Contractors for M&E Works (Islamabad / Karachi / Turbat / Manora)

Issuing authority: Headquarters DW&CE (Navy), Military Engineer Services, Sector E-8, Naval Complex, Islamabad. Pre-qualification of firms/contractors is invited for the works listed below under Ref No 4000/CKC pk & lsd/lhr/E-4. Completed pre-qualification packages and bids must be submitted to HQ DW&CE (Navy), Islamabad.

Key requirements and application instructions:

- Eligibility: Firms/contractors enlisted with MES in Category 'A' & 'B' or other Government departments having experience in similar works may apply. Firms must be registered with Pakistan Engineering Council (PEC); renewal applications not completed by 30-06-2027 will not be considered for issuance of tender documents.

- Submission dossier: Company profile containing information and supporting documents, description of similar nature of works completed in the last five years (including sponsoring agency, cost of works, performance report), list of enrolled manpower including engineers with valid PEC numbers, details of tools, plants & machinery, bank statements for last two years, and NTN/FBR/PEC/MES registration certificates.

- Bid security: Pre-qualified firms will be issued tender documents on deposit of refundable bid security equal to 2% of the quoted bid in favour of DW&CE (Navy), Islamabad (refundable to unsuccessful bidders).

- Submission deadline: Bids must be received at HQ DW&CE (Navy), Sector E-8, Naval Complex, Islamabad by 1130 hours on 2026-08-24. Bids will be opened on the same day at 1200 hours.

- Evaluation & award: Received bids will be evaluated as per bid evaluation criteria formulated by HQ DW&CE (Navy). The Accepting Officer reserves the right to reject any or all applications in accordance with PPRA rules.
