National Insurance Company Limited (NICL) Procurement Notice – Non-Consultancy Services (e-Bidding)

Issuer: National Insurance Company Limited (NICL) (Owned by the Government of Pakistan).

Purpose: Procurement of non-consultancy services through open competitive bidding under the Public Procurement Rules 2004 using a Single-Stage, Two-Envelope procedure.

Who may bid: Eligible and qualified firms registered for public procurement and authorised to participate in NICL procurements. Bidders are required to follow NICL's e-procurement / e-bidding process (EPADS v2.0).

Key requirements and instructions:

• Bids must be submitted in accordance with the instructions in the bidding documents and the e-procurement (e-bidding) system.
• All bids must be accompanied by a bid security in the prescribed form (Pay Order or Bank Guarantee from a scheduled bank) as required by the bidding documents.
• Technical and financial proposals are to be submitted per the Single-Stage, Two-Envelope procedure; evaluation will follow the rules and criteria in the bidding documents.
• Late or non-compliant bids will be rejected.

How to obtain bidding documents and submit bids: Use NICL's e-Procurement (EPADS v2.0) / e-bidding portal and follow the portal instructions for registration, document download, and electronic submission. Original bid security in the required form must be delivered as specified in the bidding documents.
