EOI: Prequalification of Consulting Firms for Third-Party Evaluation/Validation of Education Sector Development Projects

Issuer: Ministry of Federal Education & Professional Training (MoFEPT), Government of Pakistan. Purpose: Expressions of Interest (EOI) are invited from well-established, experienced and professionally competent consulting firms, including Joint Ventures (JVs) and Consortia, for prequalification to undertake independent Third-Party Evaluation / Validation (TPE/V) of education sector development projects and programmes. Prequalification will be conducted in accordance with the Public Procurement Rules, 2004 and the PPRA Procurement of Consultancy Services Regulations, 2010. The panel of prequalified firms will remain valid for three (03) years.

Submission instructions: Interested firms shall submit proposals through the PPRA e-PADS system and deliver one (01) original hard copy in a sealed envelope to the Project Director (PPDU) at the address below. EOIs must reach on or before the deadline and will be opened the same day in the presence of applicant representatives. Detailed eligibility criteria, evaluation methodology, lot-specific requirements, scope of services and application procedures are provided in the EOI / Prequalification Document available on the PPRA and Ministry websites.

Key notes: Firms must meet prescribed eligibility and evaluation criteria in the EOI / Prequalification Document. Late EOIs will not be entertained. The Ministry reserves the right to accept or reject any or all EOIs, or annul the prequalification process, in accordance with the Public Procurement Rules, 2004.
