EOI: Prequalification of Consulting Firms for Third-Party Evaluation of Education Sector Projects – Ministry of Federal Education, Pakistan

Issuer: Ministry of Federal Education & Professional Training (MoFEPT), Government of Pakistan. Purpose: Expression of Interest (EOI) for prequalification of well-established, experienced and professionally competent consulting firms (including Joint Ventures and Consortia) to undertake independent Third-Party Evaluation/Validation (TPE/V) of education sector development projects and programmes.

Eligibility & key information: Firms must meet the detailed eligibility criteria and evaluation methodology provided in the EOI/Prequalification Document. Prequalified firms will remain valid for a period of three (03) years and may be invited to participate in assignment-specific Requests for Proposals (RFPs) under applicable PPRA procurement methods. The process is conducted in accordance with the Public Procurement Rules, 2004 and the PPRA Procurement of Consultancy Services Regulations, 2010.

How to obtain documents & submit: The EOI/Prequalification Document can be downloaded from the PPRA e-PADS portal and the Ministry website. Interested firms shall submit proposals through PPRA e-PADS and also deliver one (01) original hard copy in a sealed envelope addressed to the Deputy Secretary / Project Director (PPDU) at the office below.

Submission deadline: Proposals must reach the undersigned by 02:00 PM on 2026-08-20. EOIs will be opened the same day at 02:30 PM in the presence of applicant representatives who choose to attend. Late EOIs will not be entertained.
