Police Department (CPO Rawalpindi) invites sealed bids for framework contracts for various goods and services for the financial year 2026-27 under Punjab Procurement Rules 2014 (amended). Bidding will be conducted through Open Competitive Bidding (Single Stage–Two Envelope) via the Punjab e-Procurement System (eP). Technical and financial bids must be uploaded separately.

Key submission & eligibility information:
- Bids must be uploaded on the Punjab e-Procurement System (eP) portal: https://ep.punjab.gov.pk/ by 26-08-2026 up to 10:30 AM. Technical and financial bids will be opened the same day at 11:00 AM.
- Bid security: 3% of the estimated cost must be submitted via e-procurement PSID from a Scheduled Bank of Pakistan.
- All rates should be inclusive of applicable taxes (GST/PTAX etc.) and remain valid until 2027-06-30.
- Mandatory documents: NTN and Sales Tax registration, professional tax (if applicable), Punjab Sales Tax (on services/purchases) return, income tax certificate on firm letterhead, Police Character Certificate. Interested bidders must submit a stamped affidavit (PKR 30,000/-) declaring that the firm is not a defaulter/disqualified and has no criminal conviction/case.
- Samples: On request, firms must provide samples for quality and workmanship checks. Accepted bidders must supply items within seven (07) days of issuance of supply order unless otherwise specified.
- Performance guarantee: Successful bidders shall deposit 5% of the total contract value as performance guarantee via e-procurement PSID from a Scheduled Bank of Pakistan. The guarantee will be refunded upon successful completion and issuance of NOC by the indenting authority.
- The procuring authority reserves the right to accept or reject any/all bids as per Rule 35 of PPRA Rules, 2014.
