National Security Division Invitation to Bid via E-PADS 2.0 — Event Management & Digital Media Services (Islamabad)

National Security Division (Strategic Policy Planning Cell), Government of Pakistan, invites sealed e-bids through E-PADS 2.0 (Single Stage Two Envelope Procedure) from interested and reputable firms/companies/contractors for event management and related services for Islamabad-based events.

Key submission and participation instructions, bidding documents, and detailed terms & conditions are available free of cost on PPRA (www.ppra.org.pk), National Security Division (www.nsd.gov.pk) and the E-PADS 2.0 portal (https://eprocure.gov.pk). All bids must be submitted through E-PADS 2.0 only. Manual bids will not be accepted.

Important requirements and notes:

- Bidders must download bidding documents and submit proposals through E-PADS 2.0 only. Manual submissions are not acceptable.

- Bidders must provide scanned copies of bid security / earnest money in favor of Deputy Secretary (Admin), National Security Division (amount and form as specified in bidding documents) via E-PADS 2.0. Original demand drafts/pay orders/CRs (if required) should be submitted as specified in the bidding documents.

- Firms must register and submit technical and financial proposals separately as per the E-PADS two-envelope procedure. Late bids will be rejected; NSD/SPPC reserves the right to accept/reject any/all bids as per PPRA rules.
