Important bidding instructions and conditions:

- Bids must be submitted electronically on the Punjab e-Procurement System (e-PS). Bidders should download bidding documents and submit bids via the e-PS portal before the stated deadline.

- Bidding will follow the Single Stage – Two Envelope procedure. Technical proposals will be evaluated first; financial proposals of only technically responsive bidders will be opened.

- Bid security of 2% of the estimated quoted cost must be submitted electronically on Punjab e-PS as prescribed (no physical instruments such as CDR/Bank Guarantee will be accepted unless specifically required).

- Bid validity: 180 days from the date of opening.

- Hard copies of e-bids are not required. The procuring agency will not be responsible for bids submitted in wrong format or outside e-PS; late or incomplete submissions will be rejected.

- Procurement will be governed by Punjab Procurement Rules 2014 (amended to date) and Punjab Procurement Regulatory Authority (PPRA) procedures.
