Tender: Establishment of Football Ground, District Headquarter Lakki Marwat — e-Bids via EPADS (Deadline 2026-08-17)

Issuer: Office of the Assistant Director, Local Government & Rural Development Department (LG&RDD), Lakki Marwat.

Sealed electronic bids are invited under MRS-2025 (1st Bi-annual) & Non-MRS items using the Single Stage-Two Envelope bidding procedure from contractors registered with Pakistan Engineering Council (PEC) and enlisted with the C&W Department in accordance with the Government of Khyber Pakhtunkhwa Centralized Enlistment Policy for Financial Year 2026-27.

Key conditions and submission instructions:

- Bidding documents may be downloaded from the EPADS portal (www.eprocure.gov.pk) and the KP-PPRA website (www.kppra.gov.pk).

- Eligible bidders must submit bids electronically through EPADS. Where required, the Technical Proposal and Financial Proposal shall be submitted in separate sealed envelopes, clearly marked and placed in one outer sealed envelope addressed to the Assistant Director, LG&RDD, Lakki Marwat, before the bid submission deadline.

- Bid submission deadline: 2026-08-17 at 12:30 PM. Financial bid opening date/time for technically qualified bidders will be communicated after technical evaluation.

- Last date/time for seeking online clarification: 2026-08-07 at 05:00 PM.

- Bid Security must be submitted as a Call Deposit Receipt (CDR) in favor of the Assistant Director, LG&RDD, Lakki Marwat. The CDR shall be issued after publication of this NIT and before the bid submission deadline.

- Technical proposals must be properly page-numbered with a corresponding table of contents. Cutting or overwriting in bid documents is not acceptable; discrepancies between EPADS uploads and submitted hard copies may render a bid non-responsive.

- Technical proposals will be evaluated per the bidding documents; financial bids of only technically responsive bidders will be opened in the presence of bidders or their authorized representatives who choose to attend.

- Matters relating to bid security, additional security, tie-breaking and other procurement issues will be governed by applicable KP Public Procurement Rules and notifications. Bids shall remain valid for 180 days from the bid submission deadline.

- Contractors must be registered on EPADS and possess a valid user account to participate.
