Invitation to Tender: Procurement of Abkalani Materials & Machinery – Ghotki Irrigation Division (2026-27)

Office of the Executive Engineer, Ghotki Division (Irrigation), Ghotki invites e-bids through SPPRA’s e-Procurement System (ePADS) from eligible Contractors/Firms/Suppliers for procurement of goods, Abkalani material and machinery for the financial year 2026-27. Procurement will follow Single Stage, Two Envelopes procedure. Minimum financial turnover requirement: PKR 20.00 million over the last five years.

How to apply: Submit Technical and Financial proposals via the ePADS website. Technical proposals will be opened first (in presence of bidders or their authorized representatives). Bidders must upload required documents, affidavits and bid security through ePADS.

Key dates: Technical proposals must be submitted via ePADS (initial submission reference date shown: 2026-08-13). Final receipt/opening indicated: 2026-09-01 up to 02:00 PM. (Bids received after closing will not be entertained; if opening day is a holiday, opening will be on the next working day.)

Mandatory eligibility & documents: Registration with Sindh Revenue Board, valid NTN, sales tax return status, proof of minimum turnover, bank statements, experience in similar works (last 2 years), affidavit confirming not blacklisted or involved in litigation, original bid security (as required), deposit/tender fee receipt. All documents must be uploaded on ePADS and originals submitted for verification when requested.

Procurement rules & method: Procurement through SPPRA rules (Single Stage, Two Envelopes). The Procurement Committee reserves the right to accept or reject any/all bids as per SPPRA rules. Incomplete or conditional tenders will not be entertained.
