The National Explosives and Petroleum Safety Agency (NEPSA), Ministry of Energy (Petroleum Division), Government of Pakistan, invites Expressions of Interest (EOIs) from reputable, experienced and technically competent companies engaged in commercial blasting operations for registration with NEPSA as qualified blasting companies to undertake safe and professional blasting operations.

| Legal and tax status | Duly incorporated/registered and legally operating in Pakistan; registered with Federal Board of Revenue (FBR) and appearing on the Active Taxpayers List (where applicable). |
| Experience | At least five (05) years of demonstrable experience in commercial blasting operations. |
| Qualified personnel | Must have a qualified team including mining engineers and safety officers as per Schedules IX and XII of the Explosives Rules, 2010 (amended 2026). |
| Relevant assignments | Proven track record of blasting assignments related to mining, quarrying, infrastructure/tunnelling, demolition, seismic or other industrial applications. |
| Health, Safety & Environment | Appropriate Health, Safety, Security and Environment (HSSE) arrangements and satisfactory safety/compliance record. |
| Explosives handling | Lawful arrangements for storage and transportation of explosives where applicable. |
| Integrity | Not blacklisted, debarred or declared ineligible by any government department, regulatory authority or public-sector organization. |
| Documentation | Applicants must provide the pre-qualification criteria documents as required in Schedules IX and XII of the amended Explosives Rules, 2010. |
Submission instructions: Interested companies should submit complete EOIs together with required supporting documents in a sealed envelope clearly marked “EOI – Registration of Qualified Blasting Companies”. Submissions must reach the office of the Director General (NEPSA) at the address below on or before the closing date.
