C&W Division Kohistan Upper — Re-Tender for Restoration/Rehabilitation of Roads Damaged by 4 Apr 2016 Flash Floods (Package No.1 & No.2)

Issuer: Government of Khyber Pakhtunkhwa, Communication & Works (C&W) Department, C&W Division Kohistan Upper (Executive Engineer).

Purpose: Re-tender (single stage single envelope on EPADS) for restoration/rehabilitation of roads damaged by the 4 April 2016 flash floods in District Kohistan Upper. Bidding through the E-PAD system in accordance with KPPRA Procurement Rules, amended up to 10/05/2022.

Key instructions and eligibility (summary):

- Bidding documents may be downloaded from the E-PAD system and KPPRA website. Clarifications and hard copies may be obtained from the Procuring Entity on submission of a formal application, valid PEC registration, C&W Department registration card, and payment of a non-refundable printing fee of Rs. 3,000 during office hours on or before 18 August 2026.

- Bids must be submitted strictly through the E-PAD system. Financial bids must be submitted online. Original bid security (as specified above) and required documents must be enclosed as per bidding instructions.

- Bids up to 10% below the Engineer's Estimate shall be accompanied by an additional bid security of 2% of the Engineer's Estimate. Bids exceeding 10% and up to 20% below the Engineer's Estimate shall include an additional 8% security of the Engineer's Estimated Cost (in addition to the 2% bid security). Bids more than 20% below the Engineer's Estimate will be considered non-responsive except under specified conditions.

- All bidders must be duly registered with the Khyber Pakhtunkhwa Revenue Authority and comply with provisions of the Khyber Pakhtunkhwa Finance Act, 2013. Failure to provide valid registration may render a bidder ineligible.

- Tender fee: 0.05% of Engineer's Cost (non-refundable) must be deposited as a separate call deposit along with the bid. No deposit of tender fee will render the bid non-responsive for evaluation.

- Complete bids must be submitted within the specified date and time. Bid validity period shall be 90 days. Bid securities of the 1st, 2nd and 3rd lowest bidders will be retained until approval of bids.

- A pre-bid meeting will be held on 2026-08-12 at 11:00 AM in the office of the Executive Engineer, C&W Division Kohistan Upper to address queries and provide clarifications.
