Federal Shariat Court Prequalification Notice for 3-Year Framework Agreements (Tender No. FSC-02/2026-27)

Issuer: The Registrar, Federal Shariat Court, Islamabad. Tender No.: FSC-02/2026-27. The Federal Shariat Court invites sealed prequalification applications from NTN- and GST-registered firms/vendors to establish Open Framework Agreements (valid for three (03) years) for the Principal Seat, Islamabad and Bench Registries at Lahore, Karachi, Peshawar and Quetta.

Key application requirements and notes:

- Firms may apply for one or more categories; each category will be evaluated independently. Firms with an established office at a Bench Registry location (Lahore, Karachi, Peshawar or Quetta) will receive additional evaluation credit.

- Prequalification documents: Available free to download at www.ppra.gov.pk and www.federalshariatcourt.gov.pk. A hard copy may be obtained from the Cash Branch, Federal Shariat Court, during office hours against a non-refundable cash payment of Rs. 1,000/-.

- Earnest money: Rs. 50,000/- must accompany each application in the form of a Pay Order, Bank Draft or Call Deposit Receipt (CDR) in favour of DDO, Federal Shariat Court, Islamabad. The earnest money must remain valid for the entire three (03) year period of the Framework Agreement. Applications without valid earnest money will be treated as non-responsive.

- Submission and opening: Sealed applications must reach the Procuring Agency's office at the Federal Shariat Court (3rd Floor, Islamabad High Court Building, Constitution Avenue, G-5, Islamabad) before the closing date and time specified in the Procurement Data Sheet. Applications received after the closing time will not be entertained. Applications will be opened publicly on the date, time and at the venue specified in the Procurement Data Sheet in the presence of applicant representatives who choose to attend.

- The Procuring Agency reserves the right to reject any or all applications at any time prior to acceptance under Rule-33 of the Public Procurement Rules, 2004. A Grievance Redressal Committee is notified on the Federal Shariat Court and PPRA websites.
