Pakistan Railways invites proposals for outsourcing operation, rehabilitation, upgradation, maintenance and management of three Concrete Sleeper Factories under a 15-year concession on a Public-Private Partnership (PPP) basis. Bids are invited only from pre-qualified firms/companies/joint ventures (JVs) under the Public Procurement Rules using a Single Stage Two Envelope (SSTE) procedure.
