Pakistan Railways Tender: Outsourcing Operation & Management of Concrete Sleeper Factories (Sukkur, Khanewal, Kohat) – 15-Year Concession

Pakistan Railways, Concrete Sleeper Factories Directorate (Headquarters Office, Lahore) invites proposals for outsourcing the operation and management of three existing Concrete Sleeper Factories located at Sukkur, Khanewal and Kohat Cantt on a 15-year concession under a Public-Private Partnership (PPP) basis. The scope includes rehabilitation, upgradation, maintenance and operation during the concession period.

Eligibility & Procedure: Only pre-qualified firms, companies or joint ventures (JVs) are eligible to download RFP/bidding documents. The procurement will follow PPRA rules 36(b) on a Single Stage Two Envelope (SSTE) bidding procedure. Pre-qualified firms/companies/JVs applying for more than one project must submit separate proposals accompanied by bid security for each project.

Pre-bid meeting: 2026-08-03 at 11:00 AM (Office of Managing Director/Concrete Sleeper Factories, Pakistan Railways, Headquarters Office, Empress Road, Lahore).

Proposal submission deadline: 2026-08-10 by 11:00 AM. Technical proposals will be opened on the same day at 11:30 AM in the presence of pre-qualified firm representatives who choose to attend.
