Pakistan Railways Tender: Outsourcing Operation & Management of Concrete Sleeper Factories (Sukkur, Khanewal, Kohat) – 15-Year Concessions

Pakistan Railways (Concrete Sleeper Factories Directorate, Headquarters Office Lahore) invites proposals for outsourcing the operation and management of three existing Concrete Sleeper Factories located at Sukkur, Khanewal and Kohat Cantonment on a Public-Private Partnership (PPP) concession basis for a period of 15 years. The scope includes rehabilitation, upgradation, maintenance and operation during the concession period.

Eligibility & application notes: Pre-qualified firms, companies or joint ventures (JVs) under the Public-Private Partnership framework are invited to submit proposals. Any pre-qualified firm/company/JV may apply for one or more projects; however, a separate proposal and separate bid security are required for each project applied for.

Physical bidding documents shall be obtained from the Office of the Managing Director, Concrete Sleeper Factories, Pakistan Railways, Headquarters Office, Empress Road, Lahore.

Key dates and submission details: A pre-bid meeting will be held on 2026-08-03 at 11:00 AM at the Office of the Managing Director, Concrete Sleeper Factories, Empress Road, Lahore. Technical and financial proposals, sealed in separate envelopes, must be submitted to the undernoted address by 11:00 AM on or before 2026-08-10. Technical proposals will be opened at 11:30 AM on the same day in the presence of representatives of pre-qualified firms who choose to attend.
