Office of the District Council Sialkot invites electronic bids from eligible contractors/firms through the Punjab e-Procurement System for the construction work listed below. Contractors must be duly enlisted/renewed with the Pakistan Engineering Council (PEC) for Financial Year 2026-27 where applicable and meet all eligibility requirements in the bidding documents. Procurement will follow Punjab Procurement Rules, 2014 (as amended) via the Punjab e-Procurement System.

Key instructions and dates:
- Bids must be submitted electronically only via the Punjab e-Procurement System (https://eproc.punjab.gov.pk/auth/login). Manual, courier, post or hand-delivered bids will not be accepted.
- Submission deadline: 2026-08-06 at 11:00 AM. Electronic bid opening: same day at 1:30 PM in the office of District Council Sialkot (bidders or authorized representatives may attend).
- Bidders must generate a PSID from the e-Procurement Portal and arrange issuance and transmission of the Digital Bank Guarantee through SWIFT MT760 in favour of the Chief Officer, District Council Sialkot. Conventional instruments (CDR, pay order, demand draft) are not acceptable. Bids without a valid Digital Bank Guarantee will be rejected.
- Performance Security: successful bidder to furnish 5% of total contract price via SWIFT MT760 as per Rule 56 of Punjab Procurement Rules, 2014. Performance security will be released after successful completion of the contract.
- Bids shall remain valid for 60 days from the date of opening unless otherwise stated in the bidding documents. Financial/technical proposals must be complete and conform to the BOQ; incomplete or percentage-based bids will be rejected.
- Full bidding documents, specifications, BOQ and conditions of contract are available free of cost on the Punjab e-Procurement System and the PPRA Punjab website from the date of publication.
