PHE Division Mohmand Tender: Annual Maintenance & Repair of DWSS 2026-27 (Single-Stage, Single-Envelope EPAD)

Issuer: Office of the Executive Engineer, Public Health Engineering Division Mohmand, Government of Khyber Pakhtunkhwa.

Purpose: Annual Maintenance & Repairing (AOM&R) of existing Drinking Water Supply Schemes (DWSS) in District Mohmand for the year 2026-27. Tendering procedure: Single Stage Single Envelope EPAD system.

Eligibility and mandatory requirements:

• Bid security (earnest money): 2% of the Engineer's estimate in the shape of call deposit (original) sealed in envelope, submitted before closing date & time.
• Additional security: As per KPPRA regulation S.R.O (14).Vol: 1-24/2021-22 dated 10-05-2022; terms and conditions of the S.R.O. shall apply.
• All bidders/contractors must have registration with Khyber Pakhtunkhwa Revenue Authority (KPPRA) & PEC with active status. Required PEC codes: CE-09 for civil works; EE-04, EE-05, EE-11 and ME-07 for electric machinery and solar/repair works. Bids without required registration/codes will be declared non-responsive.
• Non-refundable bidding entry fee: 0.03% of tender cost in the shape of a separate CDR, to be submitted along with earnest money; omission will render the bid non-responsive.
• Electrical works: Bid must include original class E Electric License issued by Electric Inspector Khyber Pakhtunkhwa and renewal for the current year 2026-27.
• Contractor must provide a local Electrical/Mechanical & Civil workshop registered in the firm name, with a certificate duly verified by a committee formed by the Superintending Engineer before the opening date; this certificate must be attached to the bid documents.
• Contractors quoting more than 10% below the Engineer's Estimate must submit additional bid security equal to 8% of the bid cost along with the 2% bid security at time of bid submission.
• If a contractor who quoted more than 10% below repudiates the contract, both the 2% bid security and the 8% additional security shall be forfeited in favour of the Government.
• Provision of incorrect information will lead to disqualification and debarment.
• Where evaluated electronic bid costs of two or more bidders are equal, the successful bidder will be declared by draw.
