Pakistan Railways, Concrete Sleeper Factories Directorate (Headquarters Office, Empress Road, Lahore) invites proposals from pre-qualified firms/companies/JVs for outsourcing the operation and management of three existing Concrete Sleeper Factories located at Sukkur, Khanewal and Kohat Cantt on a 15-year Public–Private Partnership (PPP) concession. The scope includes rehabilitation, upgradation, maintenance and operation during the concession period under PPRA Rule 36(b) using the Single Stage Two Envelope (SSTE) bidding procedure.
